DECLARING THE FIRST WEEK OF DECEMBER 1996 AS ENGINEERING EXCELLENCE WEEK

WHEREAS, the nation aspires to attain the status of Newly Industrializing Country (NIC) by the year 2000;

WHEREAS, it is imperative to provide a policy climate that communicates the world class standards of the engineering profession, and continuously promotes excellence as practiced in the Philippines;

WHEREAS, economic growth is greatly dependent on the quality of facilities and infrastructures utilized by the private sector as well as transportation and communications infrastructure provided by government and the private sector under the nations showcase Build-Operate-Transfer policy;

WHEREAS, the quality of facilities and infrastructures directly affects the global competitiveness of the nation in the race for foreign investment, industrialization, export-led out-put, and the creation of jobs and opportunities;

WHEREAS, the role of engineers and engineering consultants is crucial to the provision of quality facilities and infrastructures;

WHEREAS, engineers and engineering consultants have developed high standards of expertise in the exercise of their profession, and such expertise itself represents a high-value-added service which is in great demand in all developed and developing economies;

WHEREAS, the export of engineering services provides additional avenues of revenue generation for the nation as well as the opportunity to demonstrate the technological sophistication and high standards of the profession in the Philippines;

WHEREAS, the high levels of technological sophistication and standards of engineers and engineering consultants in the Philippines should be continuously enhanced to assure the global competitiveness of the engineering industry;

WHEREAS, there is a need to focus national attention on the relevance of the engineering profession to nation-building;

NOW, THEREFORE, I, FIDEL V. RAMOS, President of the Philippines, by virtue of the powers vested in me by law, do hereby declare the first week of December 1996, as Engineering Excellence Week.1aшphi1
