DECLARING THE WEEK OF JUNE 23-27, 1997 AS NATIONAL HIGHER EDUCATION WEEK AND DESIGNATING THE COMMISSION ON HIGHER EDUCATION TO LEAD THE OBSERVANCE
WHEREAS, Republic Act No. 7722, otherwise known as the Higher Education Act No. 1994, was signed into law on May 18, 1994;
WHEREAS, Filipino families place a high value on tertiary education as manifested by their resolve to overcome all odds so that high school graduates move on to the apex of the educational system;
WHEREAS, tertiary education in the country is a joint responsibility and public service of government and of the private sector; and
WHEREAS, quality, excellence, relevance, responsiveness, access, equity, efficiency and effectiveness are the imperatives for the empowerment and global competitiveness of Filipinos through higher education;
NOW, THEREFORE, I, FIDEL V. RAMOS, President of the Republic of the Philippines, by virtue of the powers vested in me by law, do hereby declare the week of June 23-27, 1997 as National Higher Education Week to bring into focus the continuing resolve and efforts of all Filipinos to improve the state of higher education in the country.
The Commission on Higher Education (CHED), is hereby directed to lead and oversee all necessary and fitting activities in the observance of National Higher Education Week. In this connection, the Commission is authorized to call on any department, bureau, office, agency or any instrumentality of the government, including government-owned or controlled corporations for such assistance as it may need to ensure its success.1aшphi1
Private higher educational institutions, associations of tertiary schools, faculty, students and professionals and other sectors of society are hereby enjoined to participate in the observance of National Higher Education Week.
IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.
