[ Proclamation No. 851, August 15, 1996 ]

AUTHORIZING AMNESTY INTERNATIONAL-PILIPINAS TO CONDUCT A NATIONAL EDUCATIONAL, MEMBERSHIP AND FUND CAMPAIGN FOR A PERIOD OF ONE (1) YEAR

WHEREAS, the protection of human rights and the promotion of human rights education are essential in the welfare of the people and the development of the our country;

WHEREAS, the promotion and protection of human rights is guaranteed in the Philippine Constitution of 1987 that stipulates that “the State values the dignity of every human person and guarantees full respect of human rights” (Article II, Section 11) and that these rights are further enumerated and discussed in detail by the twenty two sections of Article III – the Bill of Rights;

WHEREAS, the Philippines is a charter signatory of the Universal Declaration of Human Rights the guarantees the protection of fundamental and inalienable rights of individuals regardless of race, nationality, gender, religion or political persuasion;

WHEREAS, the programs of Amnesty International-Pilipinas are in line with the Philippine Governments Commitment to uphold, promote and respect the peoples civil liberties and human rights in consonance with the above-mentioned national and state policies;

WHEREAS, Amnesty International-Pilipinas, a non-stock, non-profit foundation, is carrying out programs of action with objectives geared towards these ends;

NOW, THEREFORE, I, FIDEL V. RAMOS, President of the Philippines, by virtue of the powers vested in me by law, do hereby authorize Amnesty International-Pilipinas to conduct a national educational, membership and fund campaign for a period of one (1) year effective upon the promulgation of this proclamation.1aшphi1

IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.
