DECLARING A “CONTINUING TAXPAYER RESPONSIBILITY PERIOD” (CTRP)

WHEREAS, the year 1994 was declared as “National Tax Consciousness Year”

WHEREAS, the year 1995 was declared as “Taxpayer Service Year”

WHEREAS, our national development program sets as its ultimate goal the emergence of the Philippines, as a newly industrialized country by the year 2000;

WHEREAS, there is the vital need to sustain the economic growth which we have attained in the past years through proper measures that will preserve and enhance these gains;

WHEREAS, the Bureau of Internal Revenue (BIR) plays a critical role in the collection of much needed revenues for the socio-economic development programs of the government;

WHEREAS, the BIRs transformation into a modernized and computerized tax administration is geared towards better, efficient, and quality taxpayer service;

WHEREAS, through its continuing values reorientation and transformation programs, the BIR seeks to bring forth an institution that will stand for “Bayani at Ilaw ng Republika.”;

WHEREAS, the support of all sectors of society, as partners of government, to the BIRs tax collection programs should be enhanced to develop in them the spirit of patriotism and love of country;

NOW, THEREFORE, I, FIDEL V. RAMOS, President of the Republic of the Philippines, by virtue of the powers vested in me by law, do hereby declare a ten (10) year period beginning the year 1996 as the “CONTINUING TAXPAYER RESPONSIBILITY PERIOD” (CTRP), during which period, all government agencies are hereby directed to extend to the BIR all their support and cooperation particularly by supplying and giving necessary data and information for the effective and efficient implementation of tax laws and regulations to ensure the proper collection of taxes for and at least cost to Government.1aшphi1
