MALACAÑAN PALACE MANILA BY THE PRESIDENT OF THE PHILIPPINES [ Proclamation No. 839, July 30, 1996 ] DECLARING A STATE OF CALAMITY IN NATIONAL CAPITAL REGION, REGION 3 AND REGION 11 Upon the recommendation of Secretary Renato S. de Villa of National Defense as Chairman of the National Disaster Coordinating Council and by virtue of the powers vested in me by law, I, FIDEL V. RAMOS, President of the Philippines, do hereby declare a state of calamity in National Capital Region, Region 3 and Region 11, due to the outbreak of Dengue Hemorrhagic Fever in the area.1aшphi1 All departments and other government agencies concerned are hereby directed to implement and execute relief and rehabilitation work in accordance with existing operational plans and directives and orders issued in connection with calamities.
