[ Proclamation No. 820, June 28, 1996 ]

AUTHORIZING THE PHILIPPINE COUNCIL OF NGOS AGAINST DRUG AND SUBSTANCE ABUSE (PHILCADSA) TO CONDUCT A NATIONAL FUND CAMPAIGN FOR A PERIOD OF ONE (1) YEAR

WHEREAS, the Philippine Council of Non-Government Organization Against Drug and Substance Abuse (PHILCADSA) is the recognized national association of non-government organizations involved in drug demand reduction activities through information, education, research, training, treatment, rehabilitation, aftercare and community development;

WHEREAS, the Government in its Medium-Term Development Plan, 1993-1998, states that NGOs should be provided with an environment that will allow them to fulfill their vital role in the development and implementation of programs and projects;

WHEREAS, drugs and substance abuse impede development and its devastating consequences can drain human, financial and other resources which otherwise might be used for social and economic development;

WHEREAS, PHILCADSA does not receive any regular subsidy from the Government, but generates its funds for operations and services from membership fees, donations, contributions and gifts from kind-hearted individuals, private companies and business establishments;

WHEREAS, PHILCADSA was authorized under Proclamation No. 26 and No. 249 to conduct a national information and fund campaign from the period August 26, 1992 to August 25, 1993 and September 7, 1993 to August 31, 1994, representatively;

NOW, THEREFORE, I, FIDEL V. RAMOS, President of the Philippines, by virtue of the powers vested in me by law, do hereby authorize the Philippine Council of NGOs Against Drug and Substance Abuse to conduct a national fund campaign for a period one year effective upon the promulgation of this Proclamation.1aшphi1
