RESERVING FOR HOUSING SITE PURPOSES OF THE EMPLOYEES OF THE DEPARTMENT OF ENVIRONMENT AND NATURAL RESOURCES (DENR), INTERIOR AND LOCAL GOVERNMENT (DILG), NATIONAL DEFENSE (DND), EDUCATION, CULTURE AND SPORTS (DECS) AND TRANSPORTATION AND COMMUNICATION (DOTC), A CERTAIN PARCEL OF LAND OF THE PUBLIC DOMAIN SITUATED IN THE MUNICIPALITY OF RIZAL

Upon recommendation of the Secretary of Environment and Natural Resources and by virtue of the powers vested in me by law, I, FIDEL V. RAMOS, President of the Republic of the Philippines, do hereby reserve for housing site purposes of the employees of the Departments of Environment and Natural Resources (DENR), Interior and Local Government (DILG), National Defense (DND), Education, Culture and Sports (DECS), Transportation and Communication (DOTC), subject to private rights, if there be any, a parcel of land of the public domain located in the Barangay of Cuyambay, Municipality of Tanay, Province of Rizal, which is more particularly described as follows:

A parcel of Land (as shown on Plan Swo-045812-003455, L.R.C. record No.) situated in the Barangay of Cuyambay, Municipality of Tanay, Province of Rizal, Island of Luzon. Bounded on the NE., along lines 1-2-3-4-5-6-7-8-9-10-11-12 by Public Land claimed by Kabalat Farmers Association; on the SE., along line 1213 by Public Land; on the SW., along line 13-14 by Public Land claimed by Philcomsat; on the NW., along line 14-15 by Lot 1, SC (III-1) 573-D; on the NW. & SW., along line 15-16-17 by Lot C, SC (III-1) 573-D; on the NW., along line 17-18 by Public Land; and on the NW., along line 18-1 by Marcos Highway.1aшphi1

Beginning at a point marked “1” on plan, being N., 12° 161" E., 12762.63m. from BLIM I, Cad 393, Tanay Cadastre, thence:

S. 12° 09" E., 74.07 m. to point 4;
S. 39° 10" W., 14.11 m. to point 5;
S. 20° 11" E., 189.85 m. to point 6;
S. 58° 42" E., 146.69 m. to point 7;
S. 09° 15" E., 123.70 m. to point 8;
S. 37° 56" E., 60.18 m. to point 9;
S. 16° 54" W., 82.24 m. to point 10;
S. 28° 36" E., 247.56 m. to point 11;

beginning containing an area of ONE MILLION THREE HUNDRED SEVEN THOUSAND FOUR HUNDRED THREE (1,307,403) SQUARE METER. All points referred to are indicated on the plan and are marked on the ground by Old Points cyl. conc. mons. 15 x 60 cm., being true.

A special patent shall be issued in favor of the DENR for disposition purposes, subject to the condition that said tract of land shall not be encumbered or alienated except for the purpose of this proclamation and except in favor of the government or any of its branches, units or institution.

The Secretary of Environment and Natural Resources shall cause the boundary and subdivision surveys of the said land and shall issue forms, instructions, rules and regulations necessary and proper for the distribution of the resultant lots to the employees of the aforementioned agencies.

The disposition of the lots under this Proclamation shall be exempted from the public bidding requirements under Act No. 3038.
