[ Proclamation No. 775, March 28, 1996 ]

DECLARING A STATE OF CALAMITY IN CERTAIN AREAS IN MINDANAO

WHEREAS, at least 30 people were killed, including four civilians, when an estimated 2,000 guerillas of the Moro Islamic Liberation Front (MILF) attacked military installations in Maguindanao and Sultan Kudarat;

WHEREAS, the attacks resulted in the displacement of more than 6,000 civilians in at least 10 barangays in Sultan sa Barongis, Maguindanao and Lambayong town in Sultan Kudarat and likewise affected those in Zamboanga City, Basilan and Sulu;

WHEREAS, in Proclamation No. 768, the province of Maguindanao and Sultan Kudarat were declared calamity areas;

NOW, THEREFORE, I, FIDEL V. RAMOS, President of the Philippines, by virtue of the powers vested in me by law, do hereby declare that a state of calamity exists in the following areas in Mindanao:

1. Zamboanga City

2. Basilan

3. Sulu

All departments and other government agencies concerned are hereby directed to implement and execute relief and rehabilitation work in accordance with existing operational plans, directives and orders issued in connection with calamities.1aшphi1
