DECLARING MARCH 24 TO 30, 1996, AS LABOR MANAGEMENT COOPERATION WEEK

WHEREAS, the Constitution of the Philippines in Article XIII – Social Justice and Human Rights – Section 3 (3), mandates the promotion of the “principle of shared responsibility between workers and the employers” and the enforcement of “their mutual compliance therewith to foster industrial peace;

WHEREAS, there is need to create broader consciousness of labor-management cooperation as an effective measure to foster industrial peace and harmony;

WHEREAS, labor-management cooperation is responsive to the challenge of global consciousness and to the rapidly changing global business environment and new world trade order envisioned by the General Agreement on Tariff and Trade (GATT);

WHEREAS, labor-management cooperation is not only an empowering alternative but also one of the most effective formulae to realize the Vision of Philippines 2000 in the sector of labor-management relations;

NOW, THEREFORE, I, FIDEL V. RAMOS, President of the Republic of the Philippines, by virtue of the powers vested in me by law, do hereby declare March 24-30, 1996 as “Labor Management Cooperation Week.”
