EXCLUDING FROM THE OPERATION OF PROCLAMATION NO. 573, DATED JUNE 26, 1969, WHICH ESTABLISHED THE PEÑARANDA RIVER FOREST RESERVE SITUATED IN THE MUNICIPALITY OF GEN. TINIO, PROVINCE OF NUEVA ECIJA, A CERTAIN PORTION OF THE LAND EMBRACED THEREIN AND RESERVING THE SAME FOR THE USE OF THE BUREAU OF ANIMAL INDUSTRY, DEPARTMENT OF AGRICULTURE AS A NATIONAL STOCK FARM

Upon recommendation of the Secretaries of Environment and Natural Resources; and Agriculture, and by virtue of the powers vested in me by law, I, FIDEL V. RAMOS, President of the Philippines, do hereby amend Proclamation No. 573, dated June 26, 1969 which established the Peñaranda River Forest Reserve situated in the Municipality of Gen. Tinio, Province of Nueva Ecija, by excluding a certain portion of the land embraced therein and reserving the same for the use of the Bureau of Animal Industry, Department of Agriculture as National Stock Farm, which portion is more particularly described as follows:

containing an area of ONE THOUSAND (1,000) hectares, more or less. All points are indicated on the attached sketch plan.1aшphi1 All boundaries are subject to actual survey by precise instrument and establishment of the permanent corners and markers on the ground.

The administrative jurisdiction of the above described portion shall be transferred by the Department of Environment and Natural Resources to the Department of Agriculture for use as a livestock breeding farm in consonance with the Medium Term Development Plan.

The development of the area as livestock breeding farm shall be subject to the Environmental Impact Assessment and issuance of Environmental Clearance Certificate.

One-fifth (1/5) of the total area must be devoted to reforestation for the purpose of maintaining a watershed area to ensure a stable water source for the livestock breeding farm. The area to be devoted to reforestation as identified by the Department of Agriculture may be developed through lease to any private person, cooperative, corporation, or to the Municipality of General Tinio for a period not exceeding TWENTY-FIVE (25) years.
