[ Proclamation No. 747, February 21, 1996 ]

AUTHORIZING ANEW THE PHILIPPINE BLIND UNION, INC., TO CONDUCT A NATIONAL FUND CAMPAIGN FOR A PERIOD OF ONE (1) YEAR

WHEREAS, the Philippine Blind Union, Inc., has established the groundwork for a national resource center for the visually impaired by way of a four storey, 16-room structure located in Maryhill Compound, Taytay, Rizal, which it is leasing from the CICM Fathers;

WHEREAS, the Philippine Blind Union, Inc., in its sincere desire to uplift the plight of the blind, wishes to pursue its original vision of putting up, within the resource center, a braille and computer center, a braille and talking book library, an employment and livelihood office, and other services and facilities needed by the visually impaired for productive and independent living;

WHEREAS, the Philippine Blind Union, Inc., was authorized under Proclamation No. 445, dated August 15, 1994, to conduct a national fund campaign for a period of one (1) year;

WHEREAS, in order to establish the afore-mentioned services and facilities, the national fund raising campaign which was launched by the Philippine Blind Union, Inc., needs to be pursued and extended in order to enable the Philippine Blind Union, Inc., to realize its vision for the visually impaired in our country.1aшphi1

NOW, THEREFORE, I, FIDEL V. RAMOS, President of the Philippines, by virtue of the powers vested in me by law, do hereby authorize anew the Philippine Blind Union, Inc., to conduct a national fund campaign for a period of one (1) year, effective upon the promulgation of this Proclamation.

IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.
