DECLARING THE MONTH OF OCTOBER OF EVERY YEAR AS THE “NATIONAL SHELTER MONTH”

WHEREAS, housing is vital to the over-all development of the country and the enhancement of the social, economic and spiritual well-being of our people;

WHEREAS, the Government joins the community of nations in the annual celebration of the World Habitat Day which falls on the first Monday of October, to dramatize the imperative need for collaborative efforts in addressing homelessness;

WHEREAS, the Government through the Housing and Urban Development Coordinating Council, its shelter agencies and the private sector, notably the Subdivision and Housing Developers Association, Inc. (SHDA) and the Chamber of Real Estate and Builders Associations, Inc. (CREBA) and other organizations, have forged a strategic alliance towards the attainment of the goals and objectives of the National Shelter Program;

WHEREAS, the celebration of the National Shelter Month in 1994 elicited popular support from the various sectors of our society and increased public awareness of the importance of the National Shelter Program;

NOW, THEREFORE, I, FIDEL V. RAMOS, President of the Philippines by virtue of the powers vested in me by law, do hereby declare the month of October of every year as the “National Shelter Month”.
