ADOPTING THE BICOL REGION TOURISM MASTER PLAN AS THE REGIONS BLUEPRINT FOR TOURISM DEVELOPMENT AND ENJOINING ALL LOCAL GOVERNMENT UNITS (LGUs) AND LINE AGENCIES TO SUPPORT ITS FULL IMPLEMENTATION

WHEREAS, the tourism industry contributes to the economic growth of a region by generating income and employment, and promotes the rich and indigenous socio-cultural life of the local people;

WHEREAS, Bicol Region has been declared by the President as flagship tourism project in order to spur the sustainable development of the area;

WHEREAS, Bicol Region Tourism Master Plan has been formulated to serve as the blueprint of tourism development for the Region which requires multi-sectoral support and participation of both government and private entities in order to achieve its goals, objectives and targets;

NOW, THEREFORE, I, FIDEL V. RAMOS, President of the Philippines, by virtue of the powers vested in me by law, do hereby declare the approval and adoption of the Bicol Region Tourism Master Plan to serve as the blueprint of the regions tourism development and a vital instrument in achieving economic, growth and prosperity. In line with the Plan, I hereby order:

Section 1. The Department of Tourism and its attached agencies shall include in their regular work plan and budgetary allocations the relevant programs and projects identified in the Plan.

Section 2. All local government units (LGUs) and line agencies in the region shall accord tourism priority in undertakings and align their plans, projects and programs together with their budgetary allocations, with the Bicol Region Tourism Master Plan, and adopt policy guidelines and development standards that will protect and enhance the environment and socio-cultural assets of the area in the implementation of the Plan.

Section 3. All LGUs and line agencies shall submit a yearly report on the realigned programs, projects and activities of all LGUs and line agencies in the region as well as the status of their implementation to the Office of the President, through the Department of Tourism, by the end of October of each year during the five-year implementation of the Plan.

Section 4. All concerned government agencies, particularly the Department of Public Works and Highways, Department of Transportation and Communications, Department of Environment and natural Resources, Department of Interior and Local Government, National Economic and Development Authority and the Department of Budget and Management shall extend full support and assistance for the immediate implementation of the Plan.1aшphi1

Section 5. The Department of Tourism shall establish a multi-sectoral body to oversee the over-all implementation of the tourism development of the Region.

Section 6. This Proclamation shall take effect immediately.
