[ Proclamation No. 647, September 12, 1995 ]

DECLARING A STATE OF CALAMITY IN THE PROVINCES OF SOUTH COTABATO, SULTAN KUDARAT AND MAGUINDANAO

WHEREAS, the crater wall of the Mount Parker volcano in South Cotabato collapsed on September 6, 1995 causing flashfloods in a number of municipalities in the Province of South Cotabato, Sultan Kudarat and Maguindanao;

WHEREAS, the death toll in the flooding continues to rise in addition to hundreds of people still unaccounted for, thousands rendered homeless and massive damage caused to infrastructures therein;

WHEREAS, there is an urgent need for the declaration of a state of calamity in the said areas in order that the Provinces of South Cotabato, Sultan Kudarat and Maguindanao may make use of their calamity funds for the relief and other emergency requirements of the affected constituents;

NOW, THEREFORE, I, FIDEL V. RAMOS, President of the Philippines, by virtue of the powers vested in me by law, do hereby declare that a state of public calamity exists in the Provinces of South Cotabato, Sultan Kudarat and Maguindanao.1aшphi1

All departments and other government agencies concerned are hereby directed to implement and execute relief and rehabilitation work in accordance with existing operational plans, directives and orders issued in connection with calamities.

IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.
