DECLARING A STATE OF CALAMITY IN THE MUNICIPALITY OF PLACER, SURIGAO DEL NORTE

WHEREAS, two tilling ponds of a major mining outfit in the coastal town of Placer, Surigao del Norte collapsed last September 2, 1995 resulting in twenty persons being buried alive;

WHEREAS, the collapsed also spawned huge waves which wreaked havoc on the nearby pier causing destruction to life and property;

WHEREAS, there is an urgent need for the declaration of a state of calamity in the Municipality of Placer, Surigao del Norte, in view of the effects of the mine disaster, and in order that the province may make use of its calamity fund for the relief and other emergency requirements of the affected constituents;

NOW, THEREFORE, I, FIDEL V. RAMOS, President of the Philippines, by virtue of the powers vested in me by law, do hereby declare that a state of public calamity exists in the Municipality of Placer, Surigao del Norte.1aшphi1

All departments and other government agencies concerned are hereby directed to implement and execute relief and rehabilitation work in accordance with existing operations plans, directives and orders issued in connection with calamities.
