DECLARING THE EXISTENCE OF A CONTINUING STATE OF CALAMITY IN MALITUBOG-MARIDAGAO IN CARMEN, NORTH COTABATO WHICH WAS ADVERSELY AFFECTED BY MAN-MADE DISASTERS IN THE MAL-MAR AREA

WHEREAS, the Secretary of National Defense and Chairman of the National Disaster Coordinating Council (NDCC) recommends the existence of a continuing state of calamity in Malitubog-Maridagao in Carmen, North Cotabato due to man-made disasters in the MAL-MAR area;

WHEREAS, the area has been subjected to violent hostilities in connection with an irrigation project in the area which resulted to the displacement of affected constituents and eventually an Inter-agency Task Force (TF MALMAR) was created to fast track development and livelihood projects in the area;

WHEREAS, there is an urgent need for the declaration of a state of calamity in the area to enable the Inter-agency Task Force to pursue on-going projects and activities;

NOW, THEREFORE, I, FIDEL V. RAMOS, President of the Philippines, by virtue of the powers vested in me by law, do hereby declare the existence of a continuing state of calamity in Malitubog-Maridagao in Carmen, North Cotabato.

All departments and other government agencies concerned are hereby directed to implement and execute relief and rehabilitation work in accordance with existing operational plans, directives and orders issued in connection with calamities.
