[ Proclamation No. 581, May 15, 1995 ]

AMENDING PROCLAMATION NO. 577, ENTITLED “CALLING THE CONGRESS OF THE PHILIPPINES TO A SPECIAL SESSION” CHANGING THE DATE THEREOF FROM 21-28 MAY 1995 TO 22-27, 1995.

WHEREAS, Congress was called to a Special Session on May 21-28, 1995, under Proclamation No. 577;

WHEREAS, May 21, 1995, the first day as well as the last day of said Special Session fall on a Sunday, which is a non-working day;

WHEREAS, it becomes necessary to reset the said Special Session to exclude Sundays;

NOW, THEREFORE, pursuant to the powers vested in me by the Constitution, I, FIDEL V. RAMOS, President of the Republic of the Philippines, do hereby amend Proclamation No. 577 and call the Congress of the Philippines to a Special Session on May 22-27, 1995, to urgently consider and enact the following labor related measures listed under Proclamation No. 577:

1. “AN ACT PROVIDING A MAGNA CARTA OF OVERSEAS FILIPINOS”;

2. “AN ACT FURTHER STRENGTHENING VOLUNTARY ARBITRATION AS A PREFERENTIAL MODE OF LABOR DISPUTE SETTLEMENT BY REQUIRING CERTAIN EMPLOYERS TO ANSWER THE COST OF ARBITRATION INVOLVING RIGHTS DISPUTES, AUTHORIZING THE PARTIES IN THESE CASES TO DESIGNATE DIRECTLY THE VOLUNTARY ARBITRATORS AND FOR OTHER PURPOSES”;

3. “AN ACT AMENDING ARTICLE 282 OF PRESIDENTIAL DECREE 442, OTHERWISE KNOWN AS THE LABOR CODE OF THE PHILIPPINES, TO SAFEGUARD AND PROMOTE WORKERS RIGHTS TO SECURITY OF TENURE AS WELL AS GAINFUL AND GUARANTEED EMPLOYMENT”;

4. “RESOLUTION CONCURRING IN THE RATIFICATION OF INTERNATIONAL CONVENTION ON THE PROTECTION OF THE RIGHTS OF ALL MIGRANT WORKERS AND MEMBERS OF THEIR FAMILIES”; AND

5. OTHER TIMELY MEASURES AS MAY BE RECOMMENDED BY THE GANCAYCO COMMISSION.1aшphi1
