CREATING THE 1995 TOTAL SOLAR ECLIPSE NATIONAL COMMITTEE

WHEREAS, on 24 October 1995, a TOTAL SOLAR ECLIPSE will be visible in the Philippines;

WHEREAS, this event has a universal appeal, encompassing all fields of human interest and endeavor;

WHEREAS, a large number of professional and amateur astronomers and other scientists, local and foreign, will be observing the eclipse in the country;

WHEREAS, public attention will be focused on this significant event and will afford our people, especially the youth, to gain useful scientific knowledge and better understanding of the Science of Astronomy and other physical sciences;

WHEREAS, there is a need to coordinate all activities, events, and undertakings related to this event with a view of projecting the countrys image and attract world-wide interests;

WHEREAS, the said coordination will be better achieved by creating a National Committee to take charge of such eclipse-related plans, activities and undertakings.

NOW, THEREFORE, I, FIDEL V. RAMOS, President of the Philippines, by virtue of the powers vested in me by law, do hereby create the 1995 Total Solar Eclipse National Committee to be composed of the respective heads/representatives of the following departments:

Department of Science and Technology (DOST)

Department of Interior and Local Government (DILG)

Department of Tourism (DOT)

Department of Foreign Affairs (DFA)

Department of Finance (DOF)

Department of Education, Culture and Sports (DECS)

The Committee shall be headed by the Secretary of the DOST, with the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) as the lead agency, considering that Astronomy is one of its major services.

The Committee shall meet from time to time and shall formulate plans and programs to ensure maximum public participation and involvement in the coming event. Preparations involving expenditures of public funds shall be disbursed by each department in accordance with existing accounting and auditing rules.1aшphi1
