[ Proclamation No. 577, May 10, 1995 ]

CALLING THE CONGRESS OF THE PHILIPPINES TO A SPECIAL SESSION

Pursuant to the powers vested in me by the Constitution, I, FIDEL V. RAMOS, President of the Republic of the Philippines, do hereby call the Congress of the Philippines to a Special Session on May 21 to 28, 1995 to urgently consider and enact the following labor related measures:

1. “AN ACT PROVIDING A MAGNA CARTA OF OVERSEAS FILIPINOS”;

2. “AN ACT FURTHER STRENGTHENING VOLUNTARY ARBITRATION AS A PREFERENTIAL MODE OF LABOR DISPUTE SETTLEMENT BY REQUIRING CERTAIN EMPLOYERS TO ANSWER THE COST OF ARBITRATION INVOLVING RIGHTS DISPUTES, AUTHORIZING THE PARTIES IN THESE CASES TO DESIGNATE DIRECTLY THE VOLUNTARY ARBITRATORS AND FOR OTHER PURPOSES”;

3. “AN ACT AMENDING ARTICLE 282 OF PRESIDENTIAL DECREE 442, OTHERWISE KNOWN AS THE LABOR CODE OF THE PHILIPPINES, TO SAFEGUARD AND PROMOTE WORKERS RIGHTS TO SECURITY OF TENURE AS WELL AS GAINFUL AND GUARANTEED EMPLOYMENT”;

4. “RESOLUTION CONCURRING IN THE RATIFICATION OF INTERNATIONAL CONVENTION ON THE PROTECTION OF THE RIGHTS OF ALL MIGRANT WORKERS AND MEMBERS OF THEIR FAMILIES”; AND

5. OTHER TIMELY MEASURES AS MAY BE RECOMMENDED BY THE GANCAYCO COMMISSION.1aшphi1
