DECLARING FEBRUARY 1995 AS CLIMATE CHANGE CONSCIOUSNESS MONTH

WHEREAS, Proclamation No. 522 has declared January 1, 1995 to December 31, 2005 as Philippine Environment Decade and Calendar Year 1995 as Philippines-ASEAN Environment Year;

WHEREAS, the Phuket Declaration of the Second East Asia and Pacific Parliamentarians Conference on Environment and Development has noted that East Asia and the Pacific region contains many areas that are particularly vulnerable to climate changes;

WHEREAS, the Asia-Pacific Conference on Climate Change to be held in Manila on February 18-20, 1995 will serve as a venue for Asia-Pacific leaders and experts to explore policy and legislative measures and to forge collaborative ties in preparation for the Climate Change Convention in Berlin in 1995 under the mandate of the United Nations Framework Convention on Climate Change;

WHEREAS, this Manila conference is an opportunity to raise public awareness of the causes and effects of climate change and its impact on the environment;

WHEREAS, there is a need to continuously inform and educate the public, especially the Filipino youth, on coordinated action on Climate Change to effectively mobilize their participation in such efforts;

NOW, THEREFORE, I, FIDEL V. RAMOS, President of the Philippines, by virtue of the powers vested in me by the Constitution and by law, do hereby declare the month of February 1995 as the Climate Change Consciousness month in the Philippines.1aшphi1
