Upon recommendation of the Secretary of Environment and Natural Resources and the Secretary of Agrarian Reform, I, FIDEL V. RAMOS, President of the Philippines, by virtue of the powers vested in me by law, do hereby reserve for the purpose of establishing a settlement and an agricultural community under the administration and disposition of the Department of Agrarian Reform, subject to private rights, if any there be, a certain tract of land, more particularly described as follows:

A parcel of land, situated in the municipalities of Mabini, Dasol, and Infanta, Province of Pangasinan, Island of Luzon. The above technical descriptions are subject to adjustment based on the result of the final survey.

All areas within the reservation that fall under the classification of timberland, forest land, or mineral public land, if any, shall be deemed excluded from the scope of this Proclamation.

The Department of Environment and Natural Resources shall retain jurisdiction over portions covered by public land applications as of the date hereof shall continue to process such applications. All vested rights inside the reservation shall be respected.
