[ Proclamation No. 445, August 15, 1994 ]

AUTHORIZING THE PHILIPPINE BLIND UNION INC., TO CONDUCT A NATIONAL FUND CAMPAIGN FOR A PERIOD OF ONE (1) YEAR

WHEREAS, the Philippine Blind Union, Inc., has committed itself to work for the needs, aspirations, and goals of the Filipino blind by helping provide the manifold services needed in education, training, rehabilitation, art creation of opportunities so the blind can become independent and productive citizens of the country;

WHEREAS, the Philippine Blind Union, Inc., in its sincere desire to uplift the plight of the blind, has decided to establish a resource center for the blind that would provide braille and talking computer training, braille and talking book library, employment and livelihood, and other services and facilities for their rehabilitation and integration into mainstream society;

WHEREAS, in order to establish a such a resource center for the blind, a national fund campaign under the auspices of the Philippine Blind Union, Inc., is deemed necessary which at the same time would enjoin and encourage the various sectors of society to get involved in the establishment of said resource center;

NOW, THEREFORE, I, FIDEL V. RAMOS, President of the Philippines, by virtue of the powers vested in me by law, do hereby authorize the Philippine Blind Union, Inc., to conduct a national fund campaign for a period of one year, effective upon the promulgation of this proclamation.
