[ Proclamation No. 434, August 6, 1994 ]

DECLARING A STATE OF PUBLIC CALAMITY IN THE PROVINCES OF CAGAYAN, LA UNION, PANGASINAN AND THE CITY OF DAGUPAN WHICH WERE AFFECTED BY TYPHOON “ILIANG”

WHEREAS, the National Disaster Coordinating Council recommends the declaration of a State of Public Calamity in the Provinces of Cagayan, La Union, Pangasinan and the City of Dagupan, which were affected by typhoon “Iliang”, in addition to the Presidents earlier directive;

WHEREAS, initial assessment of local Disaster Coordinating Councils (DCCs) revealed that 8,458 families or 38,368 persons were affected in 324 barangays of the above provinces and city due to the destructive forces of the typhoon;

WHEREAS, more than 3,600 houses were destroyed and damage to crops and infrastructures was estimated at P12 M per partial reports from the field;

WHEREAS, there is urgent need to declare the existence of a state of calamity in said areas to ensure the implementation of emergency measures for the welfare and safety of the people therein.1aшphi1

NOW, THEREFORE, I, FIDEL V. RAMOS, President of the Philippines, by virtue of the powers of the powers vested in me by law, do hereby declare a state of public calamity in the Provinces of Cagayan, La Union, Pangasinan, and the City of Dagupan which were affected by typhoon “Iliang”.

All departments and other government agencies concerned are hereby directed to implement and execute relief and rehabilitation work in accordance with existing operational plans and directives and orders issued in connection with calamities.

IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.
