[ Proclamation No. 336, February 28, 1994 ]

DECLARING THE PERIOD FROM FEBRUARY 21 TO 25, 1994 AS “TECHNOLOGY FOR SUSTAINABLE LIVELIHOOD WEEK”

WHEREAS, it is the goal of this government to attain the vision of Philippines 2000, a vision for a better Philippines and for an improved quality of life for all Filipinos at the turn of the century;

WHEREAS, this vision of development is anchored on the twin strategies of global excellence and people empowerment: towards achieving economic sufficiency and development of local industries, and of building peoples capabilities and improving their access to development and productive resources, especially by the poor and marginalized sectors;

WHEREAS, in order to attain this vision, the government shall continue to facilitate the transfer of technology that would enhance skills, optimize productivity, and accelerate modernization in agriculture and industry, as well as provide livelihood opportunities that are appropriate to the peoples skills and needs;

WHEREAS, the government supports the view that livelihood to become sustainable should be coupled with the introduction and use of appropriate technologies;

WHEREAS, on February 22 and 23, 1994, the First National Convention on Technology for Sustainable Livelihood shall be held under the auspices of the Technology and Livelihood Resource Center. Participating are exporters and small and medium enterprises, rice producers and other agro-industrial entrepreneurs, conduit lending groups, such as non-government organizations and cooperatives, local government units, and training beneficiaries, providing a venue for the exchange of ideas and experiences and acquiring feedback on government policies;

NOW, THEREFORE, I, FIDEL V. RAMOS, President of the Philippines, by virtue of the powers vested in me by law, do hereby declare the period from February 21 to 25, 1994 as “TECHNOLOGY FOR SUSTAINABLE LIVELIHOOD WEEK.”
