DECLARING THE FIRST WEEK OF JANUARY AS THE COMMUNITY DEVELOPMENT WEEK AND JANUARY 6TH AS THE COMMUNITY DEVELOPMENT DAY

WHEREAS, there is a need to strengthen and uphold the bayanihan spirit and the value of community cooperation in the consciousness and activities of every Filipino;

WHEREAS, the importance of celebrating community development week will focus national attention on the efforts of various government agencies and non-governmental organizations in assisting through their concerted efforts the development of local communities;

WHEREAS, there is presently a unified and vigorous nationwide support of community organization to people empowerment and local community mobilization for development of local communities;

WHEREAS, in recognition of the significant contribution and effort of community organizations and the people toward achieving goals and objectives of Philippines 2000, it is imperative to designate a period exclusively for community development;

NOW, THEREFORE, I, FIDEL V. RAMOS, President of the Philippines, by virtue of the powers vested in me by law, do hereby declare the first week of January 1994 and January 6, 1994 and every year thereafter, as Community Development Week and Community Development Day, respectively, and designate DILG, in coordination with the Progressive Alliance of Citizens for Democracy (PACD) and other NGOs and POs engaged in Community Development as the lead agency to commemorate the annual affair.
