[ Proclamation No. 92, November 4, 1992 ]

DECLARING NOVEMBER 5, 1992 AS A NON-WORKING DAY OF MOURNING IN ORMOC CITY TO COMMEMORATE THE DEATH ANNIVERSARY OF THOSE WHO PERISHED AS A RESULT OF THE DESTRUCTION WROUGHT BY TYPHOON “URING”

WHEREAS, Ormoc City will be commemorating on November 5, 1992 the first death anniversary of those who perished as a result of the destruction wrought by Typhoon “Uring” last November 5, 1991;

WHEREAS, by virtue of Resolution No. 79 dated October 1, 1992, the Sangguniang Panlungsod of Ormoc has requested for the issuance of a Presidential Proclamation declaring November 5, 1992, as a special non-working day and a day of mourning in Ormoc City;

WHEREAS, it is but proper that the people of Ormoc City be given the opportunity to commemorate this tragic event with solemn ceremonies;

NOW, THEREFORE, I, FIDEL V. RAMOS President of the Republic of the Philippines, by virtue of the powers vested in me by law, do hereby proclaim November 5, 1922 as a non-working day of mourning in Ormoc City. Furthermore, let this day be a reminder that this tragic event would not have happened if our forests have been accorded due protection.ℒαwρhi৷
