[ Proclamation No. 888, April 7, 1992 ]

DECLARING A STATE OF PUBLIC CALAMITY IN THE CITIES OF ILOILO AND SAN CARLOS AND THE PROVINCES OF ZAMBOANGA DEL NORTE, ZAMBOANGA DEL SUR, MISAMIS ORIENTAL, SULTAN KUDARAT AND DAVAO ORIENTAL IN VIEW OF THE ADVERSE EFFECTS OF DROUGHT IN THE SAID AREAS

WHEREAS, the National Disaster Coordinating Council recommends the declaration of a state of public calamity in the aforesaid cities and provinces in view of the adverse effects of drought in the said areas;

WHEREAS, the National Disaster Coordinating Council reports that, due to the persistence of drought, conflagrations occurred in February 1992 in Iloilo City, which adversely affected four (4) barangays wherein 2,207 families were rendered homeless, and in San Carlos City, which affected 681 families or 3,601 persons and caused destruction to the power and water supply and seriously affected the means of livelihood therein;

WHEREAS, the National Disaster Coordinating Council also reports that, due to the persistence of drought, extensive destruction to agricultural crops occurred in the Provinces of Zamboanga del Norte, Zamboanga del Sur, Misamis Oriental, Sultan Kudarat and Davao Oriental;

WHEREAS, a declaration of a state of public calamity in the aforementioned cities and provinces will facilitate the provision of appropriate rehabilitation measures and assistance normally extended by concerned agencies to the stricken areas;

NOW, THEREFORE, I, CORAZON C. AQUINO, President of the Philippines, by virtue of the powers vested in me by law, do hereby declare a state of public calamity in the Cities of Iloilo and San Carlos and the Provinces of Zamboanga del Norte, Zamboanga del Sur, Misamis Oriental, Sultan Kudarat and Davao Oriental.ℒαwρhi৷

All departments and other government agencies concerned are hereby directed to implement and execute relief and rehabilitation work in accordance with existing operational plans and directives and orders issued in connection with calamities.

IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.
