[ Proclamation No. 64, October 2, 1992 ]

AUTHORIZING THE PHILIPPINE POSTAL CORPORATION TO CONDUCT A NATIONWIDE FUND CAMPAIGN DURING THE PERIOD FROM OCTOBER 1 TO DECEMBER 31, 1992, FOR THE BENEFIT OF THE VICTIMS OF THE MT. PINATUBO ERUPTIONS THROUGH THE IMPOSITION OF A SURCHARGE ON ALL POSTAGE STAMPS, INCLUDING METERED POSTAGE, IN THE AMOUNT OF TWENTY-FIVE CENTAVOS (P0.25)

WHEREAS, Mt. Pinatubo erupted on June 12, 1991, and still continues to erupt at an alarming frequency and magnitude, thereby bringing about acute economic and social dislocation to the people of Central Luzon, especially in Mt. Pinatubo areas;

WHEREAS, Mt. Pinatubo continues to wreck havoc upon, and remain a threat to, the very lives and property of the people surrounding the Mt. Pinatubo areas, thereby causing misery and untold sufferings on thousands of families affected by lahar and flash floods;

WHEREAS, the government is determined to provide economic alternatives to, and pursue a sound resettlement program for, the affected citizens;

WHEREAS, the Philippine Postal Corporation desires to conduct a fund raising campaign in order to help the government generate the money needed to launch said economic and resettlement programs as encouraged under Memorandum Order No. 35, dated September 8, 1992;

WHEREAS, the Philippine Postal Corporation deserves full public support for undertaking this noble endeavor, which would redound to the social and economic upliftment of the people affected by the Mt. Pinatubo eruption;

NOW, THEREFORE, I, FIDEL V. RAMOS, President of the Philippines, by virtue of the powers vested in me by law, do hereby authorize the Philippine Postal Corporation to conduct a nationwide fund campaign for the benefit of the victims of the Mt. Pinatubo eruptions during the period from October 1 to December 31, 1992, by surcharging the amount of Twenty-five Centavos (P0.25) for all postage stamps, including metered postage, during the aforecited period pursuant to Section 6 (a and c) of Republic Act No. 7354; Provided, That the same be exempt from any form of income tax whatsoever pursuant to Section 15, General Provisions, of CY 1992 General Appropriations Act; and Provided Further, that the Philippine Postal Corporation periodically remits all sums generated by reason of said surcharge to the Office of the President, through the National Treasury, to form part of the Presidents Calamity Fund pursuant to Section 8, General Provisions, of the CY 1992 General Provision Act.

I call upon citizens and residents of the Philippines, irrespective of nationality or creed, to support this noble project of the Philippine Postal Corporation so that we may be able to alleviate the suffering of the people in the Mt. Pinatubo areas and uplift their social and economic well-being.1aшphi1
