EXHORTING THE PUBLIC AND PRIVATE SECTORS TO SUPPORT THE PHILIPPINE CHARITY SWEEPSTAKES OFFICE SPECIAL PINATUBO LOTTERY SCHEDULED ON OCTOBER 22, 1992 TO RAISE CHARITY FUNDS FOR THE VICTIMS OF THE MT. PINATUBO ERUPTION

WHEREAS, the eruption of Mt. Pinatubo has brought unprecedented and massive destruction to most of Central Luzon, caused the loss of many lives, displaced residents resulting in refugees never before seen in Philippine history, caused the loss of livelihood and brought misery to many of our countrymen, thus requiring large-scale rehabilitation of Central Luzon, immediate relief for the homeless, establishment of resettlement centers and repair of damaged infrastructures and construction of new ones;

WHEREAS, the Philippine Charity Sweepstakes Office created under Republic Act No. 1169, as amended by B.P. Blg. 42 and P.D. No. 1157 is mandated by law to be the principal government agency for raising and providing funds to meet public calamities such as the Mt. Pinatubo eruption;

WHEREAS, in raising the necessary charity funds the Philippine Charity Sweepstakes Office is authorized to hold and conduct charity sweepstakes races, lotteries, and other similar activities, in such frequency and manner, as shall be determined, and subject to such rules and regulations as shall be promulgated by its Board of Directors;

WHEREAS, the Philippine Charity Sweepstakes Office has scheduled a Special Lottery Draw on October 22, 1992, in response to the Presidential Directive addressed to all Government agencies “to raise funds for the relief and rehabilitation efforts for the victims of the Mt. Pinatubo eruption”;

WHEREAS, this fund-raising project can only be achieved through the support and cooperation of the public;

NOW, THEREFORE, I, FIDEL V. RAMOS, President of the Philippines, by virtue of the powers vested in me by law, do hereby exhort all citizens, business enterprises, civic and charitable associations, private and government workers, to support the Philippine Charity Sweepstakes Office Special Lottery Draw scheduled on October 22, 1992 to raise funds for the relief and rehabilitation efforts for the victims of the Mt. Pinatubo eruption.1aшphi1
