[ Proclamation No. 3, July 3, 1992 ]

DECLARING A STATE OF PUBLIC CALAMITY IN THE PROVINCES OF DAVAO DEL NORTE, LANAO DEL NORTE AND LANAO DEL SUR, INCLUDING THE CHARTERED CITIES THEREIN, WHICH ARE AFFECTED BY DROUGHT.

WHEREAS, the Chairman of the National Disaster Coordinating Council recommended the declaration of a state of public calamity in the aforesaid provinces, including the chartered cities therein, which are affected by drought.

WHEREAS, per report of the Department of Agriculture on the extent of damages to agriculture production dated May 27, 1992, the estimated opportunity loss incurred by the drought-stricken provinces, specifically in the Visayas and Mindanao areas, has amounted to more than P4 billion; and

WHEREAS, there is an urgent need to declare the existence of a state of public calamity in said areas to ensure the implementation of emergency measures for the welfare of the people in the affected provinces and cities.

NOW, THEREFORE, I, FIDEL V. RAMOS, President of the Philippines, by virtue of the powers vested in me by law, do hereby declare a state of public calamity in the provinces of Davao del Norte, Lanao del Norte and Lanao del Sur, including the chartered cities therein, which are affected by drought.1aшphi1

All departments and other government agencies concerned are hereby directed to implement and execute relief and rehabilitation work in accordance with existing operational plans and directives and orders issued in connection with calamities.

IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.
