[ Proclamation No. 2, July 3, 1992 ]

DECLARING A STATE OF PUBLIC CALAMITY IN THE COASTAL AREAS OF BATAAN, PAMPANGA, BULACAN, METRO MANILA, AND CAVITE, INCLUDING CAVITE CITY, WHICH ARE AFFECTED BY THE RED TIDE TOXINS

WHEREAS, it has been reported that the towns of Abucay, Balanga, Limay, Mariveles, Morong, Orani, Orion, Pilar and Samal in Bataan; Lubao, Macabebe, Masantol, and Sasmuan in Pampanga; Bulacan, Hagonoy, Malolos, Obando and Paombong in Bulacan; Malabon, Navotas, Parañaque, and Las Piñas in Metro Manila; and Bacoor, Kawit, Maragondon, Naic, Noveleta, Rosario, Tanza and Ternate in Cavite, including Cavite City, are affected by the red tide toxins;

WHEREAS, the former Secretaries of Health and Agriculture have jointly recommended to the former President the declaration of a state of public calamity in the aforementioned areas;

WHEREAS, the Chairman of the National Disaster Coordinating Council has likewise recommended the declaration of a state of public calamity in the said areas.1aшphi1

WHEREAS, there is urgent need to declare the existence of a state of calamity in said areas to ensure the implementation of emergency measures for the welfare and safety of the people therein.

NOW, THEREFORE, I, FIDEL V. RAMOS, President of the Philippines, by virtue of the powers vested in me by law, do hereby declare a state of public calamity in the coastal areas of Bataan, Pampanga, Bulacan, Metro Manila and Cavite, including Cavite City, which are affected by the red tide toxins.

All departments and other government agencies concerned are hereby directed to implement and execute relief and rehabilitation work in accordance with existing operational plans and directives and orders issued in connection with calamities.

IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.
