DECLARING A STATE OF PUBLIC CALAMITY IN THE COASTAL AREAS OF THE PROVINCES OF SAMAR, LEYTE AND BILIRAN, AND IN THE CITIES OF TACLOBAN, ORMOC, CALBAYOG, AND CATBALOGAN

I, FIDEL V. RAMOS, President of the Philippines, by virtue of the powers vested in me by law, do hereby declare, upon the recommendation of the Chairman, National Disaster Coordinating Council a state of public calamity in the coastal areas of the provinces of Samar, Leyte and Biliran and in the cities of Tacloban, Ormoc, Calbayog and Catbalogan, which are affected by the red tide toxins.1aшphi1

IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.
