[ Proclamation No. 833, November 12, 1991 ]

DECLARING THE PERIOD FROM DECEMBER 8 TO 14, 1991 AND THE SECOND WEEK OF DECEMBER OF EVERY YEAR THEREAFTER AS “BARANGAY WEEK”

WHEREAS, Section 2 of RA 7160 states: “It is hereby declared the policy of the state that the territorial and political subdivisions for the state shall enjoy genuine and meaningful local autonomy to enable them to attain their fullest development as self-reliant communities and make them more effective partners in the attainment of national goals:”

WHEREAS, Section 384 of said law also provides: “As the basic political unit, the barangay serves as the primary planning and implementing unit of government policies, plans, programs, projects and activities in the community, and as a forum wherein the collective views of the people may be expressed, crystallized and considered, and where disputes may be amicably settled;”

WHEREAS, the Pambansang Katipunan ng mga Barangay will hold a National Convention of all its members on the second week of December 1991, and every year thereafter;

NOW, THEREFORE, I, CORAZON C. AQUINO, President of the Philippines, by virtue of the powers vested in me by law, do hereby declare the period from December 8 to 14, 1991 and every second week of December of every year thereafter as “Barangay Week” under the auspices of the Pambansang Katipunan ng mga Barangay.
