[ Proclamation No. 832, November 12, 1991 ]

DECLARING A STATE OF PUBLIC CALAMITY IN THE PROVINCE OF NEGROS OCCIDENTAL AND THE CITIES OF BACOLOD, BAGO AND LA CARLOTA WHICH ALSO SUFFERED FROM THE EFFECTS OF TYPHOON “URING”

WHEREAS, according to the National Disaster Coordinating Council (NDCC), the province of Negros Occidental and the cities of Bacolod, Bago and La Carlota also suffered from the effects of typhoon “Uring”;

WHEREAS, the NDCC reported that there were 75 deaths mostly due to flashfloods, 81 families or 486 persons were rendered homeless, 281 families or 1,686 persons were affected and about P70 M worth of damage to private and public properties in the said areas; and

WHEREAS, the declaration of a state of public calamity in the aforementioned province and cities will operationalize the programs of NDCC response agencies for the welfare of the disaster victims.

NOW, THEREFORE, I, CORAZON C. AQUINO, CORAZON C. AQUINO President of the Philippines, by virtue of the powers vested in me by law, do hereby declare a state of public calamity in the province of Negros Occidental and the cities of Bacolod, Bago and La Carlota which also suffered from the effects of typhoon “Uring”.

All departments and other government agencies concerned are hereby directed to implement and execute relief and rehabilitation work in accordance with existing operational plans and the directive and order issued in connection with calamities.ℒαwρhi৷
