[ Proclamation No. 828, November 7, 1991 ]

DECLARING A STATE OF PUBLIC CALAMITY IN THE PROVINCES OF LEYTE AND SOUTHERN LEYTE, INCLUDING THE CITIES OF ORMOC AND TACLOBAN, WHICH WERE DEVASTATED BY TYPHOON “URING”

WHEREAS, the provinces of Leyte and Southern Leyte, including the cities of Ormoc and Tacloban, suffered loss of lives and extensive damage as a result of the onslaught of typhoon “Uring”; and

WHEREAS, there is need to cushion the adverse impact of the typhoon by declaring a state of public calamity in the said provinces and cities.

NOW, THEREFORE, I, CORAZON C. AQUINO, President of the Philippines, by virtue of the powers vested in me by law, do hereby declare a state of public calamity in the provinces of Leyte and Southern Leyte, including the cities of Ormoc and Tacloban.

All departments and other government agencies concerned are hereby directed to implement and execute relief and rehabilitation work in accordance with existing operational plans and the directive and order issued in connection with calamities.
