DECLARING SATURDAY, NOVEMBER 2, 1991, AS A NON-WORKING SPECIAL PUBLIC HOLIDAY
WHEREAS, paying homage to the dead on All Saints Day, celebrated on the first day of November of every year, is one of our most cherished traditions; and
WHEREAS, to give full opportunity to our people to property observe the day with all its religious fervor which invariably requires them to travel to different regions of the country, Saturday, November 2, 1991, may be declared a non-working special public holiday without detriment to public interest.
NOW, THEREFORE, I, CORAZON C. AQUINO, President of the Philippines, by virtue of the powers vested in me by law, do hereby declare Saturday, November 2, 1991, as a non-working special public holiday.ℒαwρhi৷
IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.
