ESTABLISHING AS KABANKALAN WATERSHED FOREST RESERVE FOR PURPOSES OF PROTECTING, MAINTAINING OR IMPROVING ITS WATER YIELD AND PROVIDING RESTRAINING MECHANISM FOR INAPPROPRIATE FOREST EXPLOITATION AND DISRUPTIVE LAND-USE A PARCEL OF LAND OF THE PUBLIC DOMAIN LOCATED IN THE MUNICIPALITY OF KABANKALAN, PROVINCE OF NEGROS OCCIDENTAL, ISLAND OF NEGROS, PHILIPPINES

Upon recommendation of the Secretary of Environment and Natural Resources and pursuant to the powers vested in me by law, I, CORAZON C. AQUINO, President of the Philippines, do hereby withdraw from entry, sale, disposition or settlement and set aside as Kabankalan Watershed forest Reserve, subject to private rights, if any there be, and to the operations of previous proclamations reserving any portion thereof for specific purposes, and to the implementation of socially-oriented projects and other forestry development programs consistent with the objectives of the proclamation as may be determined by the Secretary of Environment and Natural Resources, a certain parcel of land of the public domain situated in the Municipality of Kabankalan, Province of Negros Occidental, as shown in the Forest Management Bureau Map. No. WR 91 with the following descriptions:

Beginning at point “1” on the map is a stake which is identical to F.Z., No. 121, Project No. 17-E., Block 1, A & D and N. 87°46E., 5,754.40 meters from the junction of Hilabangan-Ilog River.

Thence S 05°00" E, 3,000 meters to corner 2, stake, identical to corner FZ No. 138;

Thence S 50° 29" W, 110 meters to corner 3, stake, identical to corner FZ No. 137;

Thence N 52° 52" W, 530 meters to corner 4, stake, identical to corner FZ No. 136;

Thence N 38° 21" W, 255 meters to corner 5, stake, identical to corner FZ No. 135;

Thence N 55° 29" W, 240 meters to corner 6, stake, identical to corner FZ No. 134;

Thence N 65° 23" W, 240 meters to corner 7, stake, identical to corner FZ No. 133;

Thence N 18° 00" W, 270 meters to corner 8, concrete monument, identical to corner FZ No. 132;

Thence N 41° 00" E, 670 meters to corner 16, concrete monument, identical to corner FZ No. 124;

Thence N 69° 00" E, 660 meters to corner 17, concrete monument, identical to corner FZ No. 123;

Thence S 81° 00" E, 390 meters to corner 18, concrete monument, identical to corner FZ No. 122;

Thence S 40° 00" E, 410 meters to corner 1, the point of beginning; containing an area of FOUR HUNDRED THIRTY TWO (432) hectares, more or less.ℒαwρhi৷

The Department of Environment and Natural Resources shall administer and manage the reservation thru its Forest Management Bureau in coordination with other agencies of the government with the objective of maintaining its usefulness as source of water for domestic, agriculture and industrial uses, and for other forestry purposes.
