[ Proclamation No. 788, August 30, 1991 ]

AUTHORIZING THE PHILIPPINE COUNCIL OF NON-GOVERNMENT ORGANIZATIONS AGAINST DRUG AND SUBSTANCE ABUSE (PHILCADSA), TO CONDUCT A NATIONAL INFORMATION AND FUND CAMPAIGN FOR A PERIOD OF ONE YEAR

WHEREAS, the Philippine Council of Non-Government Organizations Against Drug and Substance Abuse, the umbrella association of private, volunteer, non-profit and non-stock organizations, has since 1983, involved itself in the continuing and unrelenting campaign against drug and substance abuse in the country;

WHEREAS, in its commitment to address the problem of drug and substance abuse in the country, PHILCADSA recognizes the need to undertake innovative and relevant approaches in carrying out effective anti-drug abuse programs in education and mass media, training, research, treatment and rehabilitation, and enforcement of prohibited drugs laws;

WHEREAS, in order to effectively carry on its noble objectives, the Council needs the financial and moral support of the public;

NOW, THEREFORE, I, CORAZON C. AQUINO, President of the Philippines, by virtue of the powers vested in me by law, do hereby authorize the Philippine Council of Non-Government Organizations Against Drug and Substance Abuse (PHILCADSA) to conduct a National Information and Fund Campaign for a period of one year, effective upon the promulgation of this Proclamation.

For such purpose, all donations, bequests and gifts received by the PHILCADSA for the implementation of its programs and activities shall be free from all forms of taxes and shall be deductible in full from the income of the donor for purposes of computing his income tax liability, subject to the pertinent provisions of Section 94 (a) (3) and (b) (2) and 29 (h) 2 (C) (i) of the National Internal Revenue Code, as amended.ℒαwρhi৷
