[ Proclamation No. 756, July 12, 1991 ]

DECLARING A STATE OF PUBLIC CALAMITY IN CAGAYAN, ISABELA, NUEVA VIZCAYA AND QUIRINO PROVINCES IN REGION II IN VIEW OF THE ADVERSE EFFECTS OF DROUGHT IN SAID AREAS

WHEREAS, the National Disaster Coordinating Council (NDCC) recommends the declaration of a state of public calamity in the aforementioned provinces in Region II in view of the adverse effects of drought in said areas;

WHEREAS, according to reports received from the Department of Agriculture Regional Office II, the drought has affected 38,651.5 hectares planted to corn in April and May resulting in the total estimated production loss of 192,054 metric tons valued at P768,216,000.00;

WHEREAS, declaration of a state of public calamity in the abovementioned provinces will enable the response member agencies to extend assistance to the farmers and their dependents through the implementation of rehabilitation, relief and livelihood programs by the concerned Departments and other cooperating/implementing agencies;

NOW, THEREFORE, I, CORAZON C. AQUINO, President of the Philippines, by virtue of the powers vested in me by law, do hereby declare a state of public calamity in the provinces of Cagayan, Isabela, Nueva Vizcaya and Quirino.ℒαwρhi৷

All departments and other government agencies concerned are hereby directed to implement and execute relief and rehabilitation work in accordance with existing operational plans and directives and orders issued in connection with calamities.

IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.
