[ Proclamation No. 729, May 17, 1991 ]

DECLARING THE EXISTENCE OF A STATE OF PUBLIC CALAMITY IN THE PROVINCE OF SOUTHERN LEYTE

WHEREAS, the earthquake that hit the Province of Southern Leyte on May 6, 1991 caused landslides and road cracks in the Municipalities of San Juan, Hinunangan and St. Bernard;

WHEREAS, several residential houses, school buildings and barangay chapels in St. Bernard and San Juan partially collapsed;

WHEREAS, fissuring from 300 to 350 meters long was observed at Barangay Pongoy and Barangay Minoyho, both in San Juan;

WHEREAS, damages were estimated by the Provincial Governor of Southern Leyte at P9 million;

WHEREAS, the declaration of a state of public calamity in the Province of Southern Leyte is necessary to cushion the adverse effect on the local economy and to normalize the situation through the immediate implementation of relief and rehabilitation program by the concerned line agencies;

NOW, THEREFORE, I, CORAZON C. AQUINO, President of the Philippines, by virtue of the powers vested in me by law, do hereby declare a state of public calamity in the Province of Southern Leyte.ℒαwρhi৷

All departments and other government agencies concerned are hereby directed to implement and execute relief and rehabilitation work in accordance with existing operational plans, directives and orders issued in connection with calamities.

IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.
