[ Proclamation No. 718, April 23, 1991 ]

AUTHORIZING THE CITIZENS LEGAL AID SOCIETY OF THE PHILIPPINES, INC. (CLASP) TO CONDUCT A NATIONWIDE EDUCATIONAL AND FUND CAMPAIGN UP TO MARCH 31, 1992 AND EVERY YEAR THEREAFTER

WHEREAS, the Citizens Legal Aid Society of the Philippines, Inc. (CLASP), a private non-profit organization established in 1967 for the purpose of extending free legal assistance to indigents, has faithfully discharge its humanitarian mission, assisting more than 50,000 indigent litigants during the last 24 years.

WHEREAS, the magnificent work of CLASP has contributed invaluably to the implementation of the social justice program of the Republic of the Philippines, thereby enabling the Government to comply with the provisions of the Constitutions of the Philippines.

WHEREAS, to enable CLASP to carry out its noble mission of helping indigent citizens get their due and thus enjoy the full protection of their rights under the laws of the land.

NOW, THEREFORE, I, CORAZON C. AQUINO, President of the Philippines, by virtue of the powers vested in me by law, do hereby authorized the CLASP to conduct a nationwide educational and fund campaign up to March 31, 1992, and every year thereafter, effective upon the issuance of this Proclamation.

I call upon all citizens and residents of the Philippines, regardless of race, creed or nationality, to actively support and give generously of their time and resources to this educational and fund campaign to enable CLASP to attain its goals.

I authorize all public and private school teachers and students to fully support this fund raising effort, not only through material contributions but also as a means of inculcating in them the values of civic consciousness and humanitarianism.

I also authorized all government financing institutions, government corporations and all government entities and officials to extend full support to this meritorious Cause, not only by serving as fund campaign volunteers but also by authorizing generous donations from their respective budgets.

For this purpose, all donations, bequests, gifts received by the Citizens Legal Aid Society of the Philippines, Inc. (CLASP) for the implementation of its program and activities shall be free from all forms of taxes and shall be deductible in full from the income of the donor for purposes of computing his income tax liability, subject to the pertinent provisions of Section 94 (a) (3) and (b) and (29) (h) (2) (c) (i) of the National Internal Revenue Code, as amended.ℒαwρhi৷
