[ Proclamation No. 713, April 17, 1991 ]

DECLARING THE EXISTENCE OF A STATE OF PUBLIC CALAMITY IN CERTAIN MUNICIPALITIES IN THE PROVINCES OF BATANGAS AND ZAMBALES IN VIEW OF THE PRESENT ACTIVITIES OF THE TAAL VOLCANO AND MT. PINATUBO.

WHEREAS, the Secretary of National Defense as Chairman of the National Disaster Coordinating Council recommends the declaration of a state of Public Calamity in the aforesaid municipalities in Batangas and Zambales provinces in view of the fact that the two volcanoes, Taal and Mt. Pinatubo, may erupt as they are both restive and showing highly abnormal behavior; and

WHEREAS, the proposed declaration of a state of public calamity will enable the government to effect fast delivery of services needed by the more than 7,000 evacuees who are now in evacuation centers in five (5) municipalities in Batangas and two (2) municipalities in Zambales and also help local government units/disaster coordinating councils concerned and agencies involved in emergency preparation for the eruption of the volcanoes.ℒαwρhi৷

NOW, THEREFORE, I, CORAZON C. AQUINO, President of the Philippines, by virtue of the powers vested in me by law, do hereby declare that a state of public calamity exists in the municipalities of the provinces hereunder indicated:

Province Municipality
BATANGAS – Agoncillo
San Nicolas
Talisay
Laurel
Balete
Mataas Na Kahoy
ZAMBALES – Botolan
San Marcelino

All departments and other government agencies concerned are hereby directed to implement and execute relief and rehabilitation work in accordance with existing operational plans and directives and orders issued in connection with calamities.

IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.
