DECLARING THE NATION-WIDE OBSERVANCE OF THE YEAR 1991 “SOUTHEAST ASIAN GAMES YEAR”
WHEREAS, Proclamation No. 406, Series of 1989, declared the period from 1990 to 2000 as the “DECADE OF PHYSICAL FITNESS AND SPORTS”;
WHEREAS, the Philippines is committed to host the XVIth Southeast Asian (SEA) Games in Manila to be held from November 24 to December 5, 1991;
WHEREAS, to ensure the success of this biggest sporting event of 1991, there is a need to enjoin the full support and assistance of all the concerned government agencies and the private sector;
NOW, THEREFORE, I, CORAZON C. AQUINO, President of the Philippines, by virtue of the powers vested in me by law, do hereby declare the year 1991 as the “Southeast Asian (SEA) Games Year.”
The Manila Southeast Asian Games Organizing Committee (MANSOC) is hereby designated as the lead ad hoc body tasked to ensure the sources of the Southeast Asian Games.
The Philippine Sports Commission (PSC) shall engage in additional revenue-generating activities as mandated by its enabling act, Republic Act No. 6847, particularly the Sea Games Torch Run or “AKBAYAN 1991” (Alay ng Kabataan sa Bayan) in view of the successful project: “AKBAYAN 1990” as embodied in Administrative Order No. 151.
All heads of departments, offices, agencies, local government units, government-owned and controlled corporations and instrumentalities of the government are hereby enjoined to give full assistance to the MANSOC for the said biennial event.ℒαwρhi৷
Non-government organizations, the Philippine Olympic Committee, the various National Sports Associations and the private sector are hereby requested to lend their cooperation in marking the SEA Games a dynamic vehicle for the formation of desirable values and the promotion of peace and unity through sports among the youths of Southeast Asia.
IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.
