[ Proclamation No. 704, March 13, 1991 ]

DECLARING THE EXISTENCE OF A STATE OF PUBLIC CALAMITY IN IFUGAO PROVINCE.

WHEREAS, the Secretary of National Defense, Chairman of the National Disaster Coordinating Council (NDCC), recommends the declaration of Ifugao Province under a state of public calamity in view of the devastation caused by the July 16, 1990 earthquake;

WHEREAS, it is reported that the province incurred losses to properties/structures worth P42.049 million aside from being isolated for quite sometime; that huge income losses also affected the economy of the province; that the closure of Dalton Pass deprived the entire province of the inflow of goods and services; and that there is economic hardship due to exhorbitant prices of prime commodities which majority of the population could not afford; and

WHEREAS, the declaration of Ifugao Province, although delayed, could still help hasten the rehabilitation operations of NDCC response agencies thereby contributing to the normalization of conditions in the province.ℒαwρhi৷

NOW, THEREFORE, I, CORAZON C. AQUINO, President of the Philippines, by virtue of the powers vested in me by law, do hereby proclaim that a state of public calamity exists in Ifugao Province.

All departments and other government agencies concerned are hereby directed to implement and execute relief and rehabilitation work in accordance with existing operational plans and directives and orders issued in connection with calamities.

IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.
