AMENDING PROCLAMATION NO. 251, S. 1951 WHICH ESTABLISHED THE WORKINGMENS VILLAGE (BO. OBRERO) IN THE CITY OF ILOILO AND RESERVING THE SAME FOR SLUM IMPROVEMENT AND RESETTLEMENT (SIR) PROGRAM PURPOSES UNDER THE ADMINISTRATION OF THE NATIONAL HOUSING AUTHORITY

WHEREAS, pursuant to Proclamation No. 251 dated May 4, 1951, two (2) parcels of land of the public domain situated in the City of Iloilo with an aggregate area of 331,375 square meters were withdrawn from sale or resettlement and reserved for Workingmens Village purposes to be administered by the City of Iloilo in accordance with the regulations to be promulgated by the City Government;

WHEREAS, under Proclamation Nos. 233 and 330 dated July 21, 1967 and January 3, 1968, respectively, Lot 1 and portions of Lot 3 embraced in Proclamation No. 251, were excluded from the operation of the said proclamation and opened the parcels of land for disposition under the Public Land Act;

WHEREAS, the community that grew in Bo. Obrero did not conform with the integrated concept of human settlements embracing the interdependence of mans environment, shelter and structure, and the design organization of communities in conformity with the national framework plan to provide for the peoples well-being;

WHEREAS, pursuant to the integrated development plan of Iloilo City under the Regional Cities Development Project, the shelter component shall provide solution to the urban problem of housing, environmental sanitation, and poverty as well as the problems of absorbing the impact of emigration from the rural hinterland to the urban district;

WHEREAS, under LOIs Nos. 555 and 557, as amended by LOI No. 686, a nationwide Slum Improvement and Resettlement (SIR) Program has been instituted and adopted as national housing policy and was recognized as an accepted approach to meet the housing needs of the country and the primary strategy in dealing with slum and squatter areas and other blighted communities in the urban centers:

WHEREAS, the City of Iloilo and the National Housing Authority have identified Bo. Obrero as a priority project site for the implementation of the slum upgrading program under the shelter component of the Regional Cities Development Project in order to resolve the land tenure problem of the resident families occupying Bo. Obrero;

NOW, THEREFORE, I, CORAZON C. AQUINO, President of the Philippines, upon recommendation of the Secretary of Environment and Natural Resources and pursuant to the powers vested in me by law hereby amend Proclamation No. 251, s. 1951, by excluding a portion of the land embraced therein and reserving the same for Slum Improvement and Resettlement (SIR) Program under the administration, development and disposition of the National Housing Authority and the City of Iloilo subject to private rights, if any there be, which parcel of land is more particularly described as follows:

All points referred to are indicated in the plan and are marked on the ground by P.S. cyl. conc. mons. 15 x 40 cm., bearings true.

In order to facilitate the early development of the area for the introduction of the Slum Improvement and Resettlement (SIR) Program, the National Housing Authority, in coordination with the Land Management Services, DENR, Region VI, Iloilo City, is hereby ordered to immediately conduct the necessary subdivision survey of the same into appropriate homelots, roadlots and community facilities for public use.ℒαwρhi৷

The National Housing Authority is hereby given the authority to develop, administer and dispose of these lots in accordance with LOI Nos. 555, 557, as amended by LOI No. 686, and for this purpose shall evolve, prepare and implement a comprehensive development plan under existing guidelines and procedures.
