[ Proclamation No. 695, February 27, 1991 ]

DECLARING THE FIRST DAY OF MARCH OF EVERY YEAR AS CIVIL DEFENSE DAY

WHEREAS, the Philippine civil defense system was established during the Commonwealth era with the issuance of Executive Order No. 335 dated April 1, 1941 and was formalized through the enactment on August 18, 1954 of Republic Act No. 1190 otherwise known as the “Civil Defense Act of 1954”;

WHEREAS, Republic Act No. 1190 requires the organization of Civil Defense Councils, now called the Disaster Coordinating Councils, at the provincial, city and municipal levels to render civil defense services during war, or other natural or man-made disasters;

WHEREAS, it is imperative to set aside a special day for civil defense in order to highlight the efforts and services of the various civil defense organizations in the country;

WHEREAS, the International Civil Defense Organization, during its IXth Ordinary Session of the General Assembly held in Geneva on December 17 and 18, 1990, adopted Document No. AG 9/Tech. 6 designating the First Day of March of every year as the Universal Day of Civil Defense;

NOW, THEREFORE, I, CORAZON C. AQUINO, President of the Philippines, by virtue of the powers vested in me by law, do hereby declare the first day of March of every year as Civil Defense Day.ℒαwρhi৷

The Administrator of the Office of Civil Defense (OCD) is hereby authorized to promulgate such rules and regulations as may be necessary to govern the conduct of the activities and programs in the celebration of the Civil Defense Day.
