[ Proclamation No. 668, November 21, 1990 ]

DECLARING THE EXISTENCE OF A STATE OF PUBLIC CALAMITY IN CERTAIN AREAS IN REGION IV, IX, XI AND XII WHICH WERE ALSO DEVASTATED BY TYPHOON “RUPING”

WHEREAS, according to the National Disaster Coordinating Council, certain areas in Region IV, IX, XI, and XII were also devastated by typhoon “Ruping” leaving behind damages to properties initially estimated at P17.6 million in Lanao del Sur and people needing immediate assistance;

WHEREAS, while there have been prompt responses from the local DCCs in terms of food and medicines to the typhoon victims, the declaration of the said areas under a state of public calamity will mean the immediate delivery of disaster rehabilitation services and implementation of measures by the concerned line agencies of the government.

NOW, THEREFORE, I, CORAZON C. AQUINO, President of the Philippines, by virtue of the powers vested in me by law, do hereby declare the existence of a state of public calamity in the following areas in Regions IV, IX, XI and XII which were also devastated by typhoon “Ruping”:

Province City
Region IV – Marinduque
Region IX – Zamboanga del Norte – Dapitan

– Dipolog
Region XI Davao del Norte
Region XII Lanao del Norte – Iligan
Lanao del Sur – Marawi

Memorandum Order No. 329 dated November 19, 1990, exempting the areas affected by typhoon “Ruping” from the coverage of the Energy Operations Board Memorandum Circular No. 10-01, series of 1990, on the ten percent (10%) reduction on the sales and deliveries of petroleum products and suspending the implementation of Executive Orders No. 433 and 418, both series of 1990, in these areas shall be applicable to the aforementioned provinces and cities.ℒαwρhi৷
