[ Proclamation No. 663, November 14, 1990 ]

DECLARING THE EXISTENCE OF A STATE OF PUBLIC CALAMITY IN PALAWAN, ROMBLON AND MINDORO PROVINCES OF REGION IV, MASBATE AND SORSOGON PROVINCES OF REGION V AND ALL THE PROVINCES IN REGION VI, VII, VIII, X AND SURIGAO DEL SUR AND DAVAO ORIENTAL PROVINCES IN REGION XI.

WHEREAS, typhoon “Ruping” inflicted a heavy toll on human lives and damage to private and public properties in the aforementioned provinces per initial report of the National Disaster Coordinating Council;

WHEREAS, according to the Secretary of National Defense, the declaration of a state of public calamity will hasten the on-going relief and rehabilitation efforts being undertaken by the NDCC member-agencies and prevent unscrupulous persons from taking undue advantage of the critical situation in said provinces;

NOW, THEREFORE, I, CORAZON C. AQUINO, President of the Philippines, by virtue of the powers vested in me by law, do hereby declare that a state of public calamity exists in Palawan, Romblon and Mindoro provinces of Region IV, Masbate and Sorsogon provinces in Region V and all the provinces in Region VI, VII, VIII, X and Surigao del Sur and Davao Oriental provinces in Region XI.ℒαwρhi৷

All departments and other government agencies concerned are hereby directed to implement and execute relief and rehabilitation work in accordance with existing operational plans and directives and orders issued in connection with calamities.

IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.
