INSTITUTIONALIZING THE KABISIG PEOPLES MOVEMENT (KABISIG) PROGRAM TO FACILITATE, COORDINATE AND MONITOR THE IMPLEMENTATION OF GOVERNMENT PROGRAMS AND PROJECTS, AND PROVIDING LINKAGES BETWEEN AND AMONG THE PRIVATE SECTOR GROUPS AND THE GOVERNMENT AGENCIES AND INSTRUMENTALITIES FOR THE PURPOSE

WHEREAS, the government is desirous to give meaning to the constitutional provision respecting the right of the people and their organizations to effective and reasonable participation at all levels of social, political and economic decision-making;

WHEREAS, it is the policy of the government to encourage active involvement of all Filipinos in participatory democracy by taking an active role in the identification of problems and solutions and an active part in the actual implementation of these solutions, and thereby reject apathy and mendicant mentality among the people;

WHEREAS, by bonding together through a peoples movement, a collective strength manifested through the partnership among the national government units, the local government units and the private sector through various organized groups or individuals may be harnessed to speed up the implementation of programs and projects of the government, and shall serve as the motive force in the propagation of the participative way of life – an expression of recognition of People Power as mandated by the Constitution;

WHEREAS, to ensure effective facilitation, coordination, monitoring and the timely adoption of remedial measures against delay and substandard implementation of government projects and programs, and to ensure quick and effective inter-agency coordination in the formulation of policies and objectives, there is a need to institutionalize a Peoples Movement Program by enlisting the active support of all sectors, including the private sector to share its vision of establishing a politically stable and economically self-reliant nation;

NOW, THEREFORE, I, CORAZON C. AQUINO, President of the Philippines, by virtue of the powers vested in me by law, do hereby institutionalize the Kabisig Peoples Movement (Kabisig) Program to facilitate, coordinate and monitor the implementation of projects and programs of the government, and to provide linkages between the private and government sectors.

All government offices, agencies, instrumentalities including government owned or controlled corporations, are hereby directed to coordinate with, and assist, the Kabisig Peoples Movement National Operations Center (KPMNOC), through its Director General Roberto Pagdanganan, which shall, in undertaking the various activities for the program,

(a) Receive, evaluate and review all request for membership or affiliations;

(b) Organize regional, provincial and municipal operations center to be headed by coordinators designated by the Director-General;

(c) Evaluate and indorse to appropriate government agencies requests for funding of Kabisig Peoples Movement programs and projects, in accordance with law;

(d) Coordinate with the appropriate national and local governments units, individual/s or private sector groups in the implementation of Kabisig programs and projects;

(e) Call upon any government agency and instrumentality, including government-owned and controlled corporations for such support as it may be necessary in the discharge of its functions;

(f) Coordinate with appropriate national government agencies and government-owned and controlled financial institutions in order that the necessary financial and other resources for the implementation of Kabisig programs and projects are available to participating government agencies;

(g) Submit reports and recommendations to the President; and

(h) Undertake such other activities as may be necessary and incidental to the accomplishment of the Kabisig purposes and objectives subject to the usual accounting and auditing rules.ℒαwρhi৷

The Kabisig National Coordinating Center (KNCC) established under Memorandum Circular No. 117, S. of 1990, shall turnover its monitoring and coordinating responsibilities over programs and projects identified under the Kabisig Peoples Movement Program to the KPMNOC.
