[ Proclamation No. 640, September 5, 1990 ]

DECLARING THE EXISTENCE OF A STATE OF PUBLIC CALAMITY IN CERTAIN AREAS OF THE COUNTRY WHICH WERE AFFECTED BY TWO FLOODS WHICH CLOSELY FOLLOWED ONE ANOTHER DUE TO TYPHOONS “HELING” AND “ILIANG”.

WHEREAS, as a result of intense rainfall induced by aforesaid two typhoons, the areas in Regions I, II and III, including the National Capital Region, were inundated during the last two weeks resulting in the death of 65 persons, injuries to 23 persons and the forced evacuation of about 109,636 families;

WHEREAS, flash floods totally damaged 674 dwellings and partially damaged 309 houses and that up to the present time, the flood in some areas has not yet subsided;

WHEREAS, in behalf of the NDCC, the Secretary of National Defense recommends the declaration of a state of public calamity to hasten the normalization of life in the said areas.

NOW, THEREFORE, I, CORAZON C. AQUINO, President of the Philippines, by virtue of the powers vested in me by law, do hereby declare that a state of public calamity exists in the following areas;

All departments and other government agencies concerned are hereby directed to implement and execute relief and rehabilitation work in accordance with existing operational plans and directives and orders issued in connection with calamities.ℒαwρhi৷
